Legal Aspects:

A Convention of like-minded judges should be planned to
frame legal strategy in relation to amendment to the constitution,
fundamental rights, Directive Principles and subjects on concurrent list.
The Convention should advise the Govt. about mode of intervention in the
light of the legal complications to ban cow slaughter.

There should be review of WTO regulations in relation to export -
import obligations. The Govt. of India should ban export of meat, hides,
bones and simultaneously provide alternative employment to rehabilitate
the people engaged in the business of butchery .

As an immediate relief the State
Govts. should initiate the 'quota system' approach and fix the number of cattle to be slaughtered each
year. The quota system is reported to be working satisfactorily in the
State of Gujarat.

There is open violation of laws, and bulls and bullocks of less than
15 years of age are regularly slaughtered in Kolkata, Mumbai and
various other places. The State Govts. and the Central Government should intervene to stop violation
of laws.
3. Welfare of Cow and
Her Progeny:

There should be net-work of Goshalas
all over the country, which
should serve as an integrated unit for the welfare of cow and its progeny.
The stray cattle should be rehabilitated.

Goseva Ayog should be established in all the States to monitor
and supervise activities of cow and her progeny. It should plan, organise
activities and advise State Governments on issues related to cow and its
progeny.

The present policy related to village common grass lands should be
reviewed and 'Gochar-Bhumi' should be
restored to Panchayat by removing encroachments.
4. Economics and Ecology:

Aggressive action should be taken to promote and develop
farming
based on cow and bullocks. Sustainable agricultural practices like organic
farming system should be encouraged to preserve ecology and welfare. The
work should be taken up in coordination with various NGOs, who are working
on organic farming.

The cow-dung gas plants should be looked as an economy of
permanence and highly decentralized economic activity. All out efforts
should be made to popularize it in rural areas.
