2. To study the existing provisions for the maintenance of Goshalas, Panjrapoles and other organizations working for the protection and development of cattle and suggest measures for making them economically viable.
3. To study the contribution of cattle towards the Indian economy and to suggest ways and means of organizing scientific research for maximum utilization of cattle products and draught animal power in the field of nutrition and health, agriculture & energy, and to submit a comprehensive scheme in this regard to the central government.
4. To review and suggest measures to improve the availability of feed and fodder to support the cattle population.

The Commission will receive recommendations from various institutions, organizations, federations and through public hearings at important places all over the country. The National Convention on Cattle was an effort in this direction. 

Content of Convention

The Convention was organized in three sessions i.e. inaugural, technical, and valedictory.

The technical session was divided into five sessions:

  1. Central Legislation for cow protection.
  2. Ban on meat export.
  3. Use of bullock as renewable energy.
  4. Products and by-products.
  5. Use of animal carcass.

Persons having vast experience in the field of cow protection chaired each session.  The eminent person who chaired the sessions were :

  1. Shri Parmananda Mittal: Chairman, U.P Goseva Ayog.
  2. Shri Mahendra Bam: Chairman, M.P Goseva Ayog.
  3. Shri Guljarilal Soni: Chairman, Rajasthan Goseva Ayog.
  4. Doctor Mahesh Sharma : Chairman All India Khadi and V.I. Commission.
  5. Shri Ramakant Arte: Sarvodaya Charmalaya, Ratnagiri Maharashtra.

  The eminent persons were invited to place their views before the participants.  They were:

  1. Justice T. U. Mehta Retired Chief Justice of Himachal Pradesh.
  2. Shri Kesharichand Mehta, Chairman A. I. Krishi Goseva Sangh, Wardha.
  3. Shri Rajendra Joshi, Advocate, Viniyog Parivar, Mumbai.
  4. Shri Hukumchand Sanwala, Member, National Commission on Cattle.
  5. Shri Rampal ‘Nutan’, Chairman, All India Goshala Sangh, Patna, Bihar.
  6. Shri Chandrakant Pathak, Scientist and Engineer, Pune.
  7. Shri Baramatikar, Director KVIC, Mumbai.
  8. Dr. Smt. Ranjanaben, Swami Prakashananda Ayervedic Research Centre.
  9. Vaidya Bharatiben Joshi.
  10. Shri Vinaya Diwan, Vinoba Janma Sthan Pratisthan, Gagoda Maharashtra.

The participants actively participated and gave valuable suggestions during discussion.
