Shri Brijmohan Sharma narrated the story of 20 years of Goraksha Satyagraha at Deonar and
condemned the slaughter and meat export policy of the Govt. of India. Shri
Gumanmal Lodha dealt with the legal battles in the Supreme Court and
Centre’s role in redefining the Fundamental Rights, Directive Principles
and subjects in the Concurrent List of the Constitution. There are two
sides of the battle – the sentiments of the people and the legal
obstacles. In view of the complex situation, the Govt. of India appointed
a National Commission on Cattle to go into wider aspects of the problem.

In his presidential speech, Shri
Dharmadhikariji gave equal importance to ‘Goseva’ and ‘Goraksha’
as both are inter-dependent. 
Peoples’ awareness is more important in
democracy. The situation can not be improved by sentiments alone, it
should be supported by science and scientific data. The present world is
facing Muscle, Money, Mafia and Media power. All the advantages of media
should be explored to generate awareness and motivation amongst
masses. We
should not depend more on Government. He then inaugurated the Website www.govigyan.org
. Shri Paresh Joshi explained the details of its working on the screen
using LCD projector.

In the first technical session, the paper
presented by Justice T. U. Mehta was discussed. He explained the present
legal position regarding cow protection in his paper and since the
amendment in the constitution is not possible in the present
circumstances, the matter is entirely in the hands of State legislatures.
The remedy is to put the matter about cattle protection in the concurrent
list. How this can be done? The immediate remedy is to ban export of meat,
hides and bones and the Govt. should resettle the people engaged in the
business of butchery. The participants said that the example of ‘Quota
system’ initiated by Gujarat state should be adopted. There should be
network of Gaushalas in each District and they should be encouraged for
constructive work of Goseva.

Shri Parmananda Mittal spoke about the Supreme
Court’s interpretation of clause 48 of the Constitution about ‘cows’
and ‘calves’. The word ‘calves’ applies to both ‘she’ and
‘he’ calves. The framers of the Constitution have used the word
‘calves’ instead of the word ‘progeny’. Due to misinterpretation
of the clause 48, there is open violation of the law and bullocks and bulls
of less than 15 years of age are slaughtered. He stressed
the need for bullock based farming and village to village education
amongst masses. Shri Sukhbir Saini and R. K. Tomar from Delhi, Shri Lodhi
from Chattisgarh and Shri Baldeobhai from Narayanpur, Bastar spoke on this
subject.
