One more aspect of the matter
which requires to be seriously considered in view of some
observations of the S.C. about scarcity of fodder, over
population of stray and "useless" cattle, failure of
the experiment of "go sadans", general want of
proper care of health of cattle resulting in very low yield of
milk and the tendency of avaricious owners to dispose of
uneconomical bulls and bullocks in the market for slaughter.
These observations should have opened our eyes who claim to be
Go-rakshakas. Fact remains that even after half a century from
these observations we have done pretty little to improve the
situation. We can still focus our attention on the following-
1. Every village has plenty
of land called 'gochar-Iand'. It can be developed
systematically for increasing fodder production.
2. Experiment on the line of
'Go-Sadans' can be easily under taken by Non-Government Organizations
and many institutions like' Panjara Poles' of
Gujarat can be revitalized for improving cattle breed and for
taking proper care of bovine animals not useful for draught.
3. A vigorous educational
drive should be started to persuade the cattle owners not to
sell bulls and bullocks in the market but to send them to
go-sadans and panjara poles.
4. State should be urged to
provide free health center for unhealthy cattle with the
co-operation of non-Government organizations.
5. Area-wise target should be
fixed for better yield of milk from the cow. 6. Proper
statistics should be maintained about all these activities for
further research. It need not be emphasised that no amount
of legislation and court decisions in favour of the protection
of the cow and her progency can serve the purpose so long as
people are not lively to the importance of this problem and
are not initiating constructive programmes to improve the
situation.
